Turn diagnostic mode selector on ECU fully clockwise and wait until inspection lamps flash. Number of flashes displayed indicates corresponding mode. Both of those codes are for the driver's air bag module (open circuit). This is the actual air bag part that is mounted to the steering wheel. The open could be inside the air bag, in the spiral cable (clockspring), the yellow air bag harness or the air bag control unit, itself. Nissan SRS diagnostics are very basic; there's no resistance or continuity checks in their procedures, mostly for liability and safety reasons. They are generally visual inspections followed by replacing parts, one at a time, until the problem is fixed. Yes, that can get very expensive! However, it is what it is!
The 2006 Quest factory service manual is really what you need to tackle this problem, specifically, the SRS chapter. Fortunately, that chapter is available for free download in the 'knowledge base' at this site:
http://x.nissanhelp.com/forums/Knowledgebase/links/162/
Page 'SRS-23' has the code and diagnostic code and repair chart that you will want to look at. Remember: working on airbag and restraint systems can be dangerous if you are not careful or know what you are doing! Read the precautions at the beginning of the SRS chapter before working on these systems. Many times, especially when dealing with connectors or removing/installing parts, the battery cable will need to be disconnected for at least 10 minutes before it is safe to work on the vehicle. If you need to remove the air bag module bolts, you will need a tamper-proof torx socket, size 'T50X.'

The Electronic Control Unit (ECU) monitors several engine sensors and actuators. If a problem occurs the information is stored in the ECU’s memory for retrieval. The codes are displayed by the red diode on the ECU. The codes are interpretedby the number of times and duration the diode flashes. The red diode will flash for 0.6 of a second with 0.6 of a second delay betweenflashes “X” number of times, this will represent units of ten. Then there will be a delay 0.9 of a second and the red diode will flash for0.3 of a second with 0.3 of a second delay between flashes “X” number of times, this will represent units of one. There will be a delay of 2.1 seconds between codes. For example, if the red diode flashes once and then flashes twice rapidly thisshould be interpreted as code 12. The codes are displayed in numerical orderstarting with the lowest and ending with the highest.
